Office 2003 Professional Enterprise and Terminal Server on 2003 server

I am getting an error whenever I open outlook 2003 on the server. It does not matter if I sign on as administrator or not. When I first open it up and for the first time I get the "send an error report to microsoft" and then outlook shuts down and tries to open in safe mode. It will not open in safe mode either. It is then stuck in a continual loop of asking whether or not to open it up in safe mode. The highlighted task is configuring outlook when it gives the error. What am I doing wrong? I have tried to repair outlook and even uninstall and reinstall it.
