Office 2003 on Windows x64

Morning :)
I just set up a Windows x64 system...after getting around everything else that I new would come up on a 64 bit system I ran into an issue with office 2003 and wondered if anyone else had a similar issue. It installed smoothly. I updated it and everything else on the system. Runs great under 'administrator' which is the profile I used when I installed it. Created a user. User gets a 1719 installer error. If I login as that user or any user then right click and run any of the office programs as "run as" "Adminstrator" all works beautifully. It's as if the users created in Windows x64 with administrator rights really don't have full administrator rights. Any thoughts? The problem is not a corrupt installer. Already went through all of those steps and the installer works great when I'm administrator or runas administrator.
 
Check the permissions/ownership of the dir's that office is installed to....Change if found to be only for admin
