Office 2003 install fails with Error 1603

I have a Dell P4/2.8 ghz, 512 RAM, 30gb free space. I want to install a new copy of Office 2003.
It accepts the license code, I can choose the programs I want to install and then it dies with a Fatal Error. The setup logs indicate a Fatal Error of 1603, but the MS web site doesn't indicate what the error is or a solution.
At the end of the log is:
Successfully launched MsiExec... chained install return code:1603
Exit code was an error.
Shutting down chained setup processing.

Any suggestions.

For troubleshooting, enable the MsiInstaller verbose log file using the instructions from KB article Q223300.

Reregister or Re-install MSI Installer.

See if you have any clues in the Event Viewer.
