office 2000 shortcut bar

I would like to prevent users from using some of the functions on the short cut bar like adding buttons, denying them access to the excel or word icons. We have set up a terminal server on windows 2000 and installed office 2000.
Users are accessing this via citrix
We would like to
1.)create a office short cut bar which appears for certain users when they log on.
or
2.)Certain users onlyhave access to say word and excel buttons on shortcut bar. They cannot add new button or create other tool bars. They havelimited access to configuring anyhting on the tool bar.

How can I achieve this? What .ini files or config files need to be changed??

Help!!! We are going thin client/citrix but only want groups of users to have access to certain appliactions thatare published. We are using the office short cut bar (which is published a application as a way off accessing the application).

Any ideas???

I like humble opinions and honest answers. What can I say this is what management want????? And I am just a young lass trying to do her job!! or have enough information as to why it is not possible.

If you have any suggestions with the office shorcut bar, i would really apprciate your advice. I have read your replies in the past and have found them very useful!

But do you know where the coding for this would be???

I wish I had an answer for you, but I see no indication, and in over 4 years of software support, have never heard any indication, that the Office Shortcut Bar is programmable.

I think you would be better off removing it altogether and providing the permissions to programs via other means, such as administration.
