Odd LogFile Entry?

In my log file located in system32/logfiles, I noticed the following entry (I changed my IP address to 000.000.000.000):

2002-10-13 09:02:49 202.207.144.6 - 000.000.000.000 80 GET /scripts/..ø€€€¯../winnt/system32/cmd.exe /c+dir 404 -

What was the user/hacker trying to do?
Did the user/hacker succeed?
Is this something to be concerned about? Game Over, Man!
