ODBC Manager or Administrator File

I have a NT 4.0 server with SP6A. I am trying to upgrade some exisiting AT&T application software. I am receiving the following error when trying to upgrade. "The ODBC Manager or Administator File is locked. Please close all applications and run setup again." I have no other applications running. I have also stopped all services. I have even set all services to disabled and rebooted server and still receive the same error. AT&T is telling me to uninstall the application and also the OS and reinstall everthing. Is there any way around this?
 
Have you checked to see if any files are locked? Server Manager?
 
I have checked in Server Manager, I do not have any locked files.
