obv agent phone slow busy

what reasons woudl cause agent phone to ring slow busy when superviosr is trying to observe? alos can supervisors observe another suprvisor?

if a 3rd party recording system, like witness is on it, and it randomly records, versus one wired thru each TN or another Super is monitoring it at that time, will be busy. only one per can obv.

no for obv to work the station with the obv key has to have the incall key and cls spv for a group..

i've never tried obv spv to spv obv.. if spv b is logged in and on an acd call, should work.. i did put multi incall keys on a 16 so you could log into any one of the group and do the obv.. you could not double log
