Help please. I have a site that needs to increase licensing for Observer licensing and have been informed by Siemens no can do.

Nope. Siemens (now Unify) end of life'd all that stuff on March 31st 2011 and are no longer providing upgrades or enhancements - only service parts and related as long as they are available. Because they have to issue the licenses there is no other vendor that can provide the service either that I am aware of.
