nwconfig does not start under NW5.1

If I execute "nwconfig" on the commandline, I get this message:

module PARTAPI.NLM

Module NWCONFIG.NLM cannot be loaded until PARTAPI is loaded
Error processing External Records.
Module NWCONFIG.NLM NOT loaded

So, the NWConfig-Console will not start.
Can anybody help me?

Thanks for your help, but I solved the problem:

I use NW51 with SP4 AND ArcserveIT6.6 . I also installed for testing the DesasterRecovery-Option and so the PARTAPI.NLM was overwritten with an older version witch doesnt run under NW5.
So I copied the older version to the SYSTEM-Volume and its all OK.
