Number of Notes DBs in Backups varies daily -- is this normal?

My users say they have not been creating any/many new databases lately, but my Arcserve results for daily backups will vary from 600 databases and transaction logs to 1,000. I am assuming that maybe the number of transaction logs open is what is varying, and that my backups are okay. Is this what is really going on?
