NTVDM CPU illegal operation......

I have a problem running an application(installing softwares). I encounter this error:

The NTVDM CPU has encountered an illegal instruction.
CS:0527 IP:0126 OP:c6 9b 4b bf c1

Through countless reading and researches, there are numerous Xp users including 2000 users have the same problem as i do. There isn't any luck.
Recently i upraded my windows 2000 to xp.
I have two roms, one is a dvd rom and the other one is a writer. When i try to install softwares:office xp for example, or games i through my roms(tried both) i encounted this:

"ntvdm CPU has encountered an illegal instruction"

I know there is something to do with the 16 bit dos programs. But i don't understand, recents softwares or games should use 32 bit dos system.
Help please.


 
My "command.com" runs perfectly when i ran it. The config.nt values as follow

dos=high, umb
device=%SystemRoot%\system32\himem.sys
files=40

and so as the autoexec.nt

are exactly as it been noted.
they were dated later then 1995. 2001 actually.

i've been redoing this for the third time; installing fresh xp but i still have the problem.
 
by the way, when i installed windows 2000, it worked perfectly. when i upgrade it has that problem.
