Just put the correct settings in /etc/environment
I'm in UK so I use
TZ=GMT0BST,M3.5.0,M10.5.0
If you were swiss use
TZ=CET-1CET,M3.5.0,M9.5.0
and so on....
You could use NTP but it may take some time to drift an hour...
