NTFS permission quirk

Why is does this occur?

Two computers on a domain logged as Administrator.
I create a file with only user rights I.E. no Administrator.
I try to delete and receive "access denied".
If I connect to the computer via network \\computer\c$
I am able to delete.

Why?

because the C$ share is a local administrator share with administrator privliges {local administrator}.

Both computers are logged in as administrator; what's the difference of a remote connection C$ and logged in as a administrator, I would think its the same.

If I log in as Local administrator I still get the same results.

With folders it works differently - you can delete the folder remotely only if there are no files inside.

This test is with a user and no administrator permissions and deleting without changing permissions or taking ownership.
