NT8D41AA paddleboard/ tty terminal

Trying to get a tty terminal working on a dual port paddleboard. Have all the switchs set correctly. SW2 & SW3 are for baud rate. SW4 is for which ports that are programmed. Other switches are for either DCE or DTE. Have them set as (terminal). Do you have to INI the switch if you made changes to any of these settings or should they work without doing one. Nothing works, have tty programmed for sch. Option 61 rel 3.0.
 
Tried that already. Also I read somewhere if you disable both tty ports on that card the led should light up. Is that true? Mine doesn't light. Also tried moving it to a diferent slot on the backplane.
 
add mtc to the user field

i have never needed to ini for that... make sure the device number is correct and reseat the card after dis, and they seem to require a lot more pressure to plug it in they look like.. there is a spot that the light comes on but the card is half way in...

Thanks for your help. I reseated the card and checked the device number. I'll go back and double check. Might have a bad cable.
