NT4.0 DNS oddity

It seems one of my DNS servers is misconfigured, although I am not sure how.

This is MS DNS running on NT 4.0

End user complain that surfing to web sites fails, clicking on the refresh button and the site will load

my trouble shooting shows that the lookup , when not in cache, is appending the local domain name to the query the first time, and failing. second time getting it right.

Here look at this, NSLOOKUP with debug mode on.

Any Ideas on what's wrong and how to fix ?

I've already deleted the secondary zone for this domain and retransferred it from the primary.
 
Go to your TCP/IP settings, click on Advanced. Click on the DNS tab. Do you see anything in the box "Append these DNS suffixes (in order)"?
 
on the server running DNS no, nothing in the "append these DNs suffixes..." but on the PDC, yes, there are and xacta.com is an entry.

the dns server in question is a BDC, so it might just be picking up the settings from the PDC since its a member of the same domain?
