NT Server congestion

We have a few paradox tables placed on an NT Server. Our program runs on a number of local machines accessing the paradox tables on the server. We started running the program on the local machines. After about 12 PCs connecting to the database, the next PCs started having problems accessing the data. Even after exiting from a few of the 12 PCs, we are not able to connect to the server anymore. The PCs running the program seem to hang. The data does not seem to be corrupted as some workstations still seem to be able to access. The rest of the PCs are not able to connect. I am pretty sure it is the NT Server been overload. Are there anyway to verify what exactly is causing the problems? How can we conclude that it is the network that is causing the problem and not our software? We used to have a very experienced NT guru who was able to set something on the server that was able to minimize this problem....but unfortunately he is no longer with us. Any suggestion or comments will definitely be appreciated. Thanks in advance......
 
Use task manager or Performance manager to check the load on the memory and the CPU
