Thats not even getting past the post, this isn't an NT4 issue but more a hardware issue.
You have a couple of options, fix the hardware issue (I would reseat everything you can, clean out everything that's got a build up of dust and seeing how far it goes after that) or you could see about daisy chaining the disks off a scsi controller in a new box and getting the data off that way.
If the machine won't even post correctly then you're out of luck doing it on that hardware but you 'should' be able to do it using other hardware.
**** IMPORTANT **** You may well have to get a SCSI card of the same type due to the fact that it's probably a raid controller rather than straight scsi, if you connect up the drives to a different controller card in the wrong order you run the risk of losing everything on them. This is something that needs a lot of thinking about **** IMPORTANT ****
