NT Password Protocol Changed and Security Increased

I'm running NT4.0 with sp6, if I make changes on my network as to the Password Policies will effect my users that are signed in or when they login next time. For example, the old administrator had it set to only 4 characters for password length. If I set it to 7, will those with only 4 characters be able to login next time or what's the deal with that.
