NT > XP Cannot access network layer (USR0046)

After entering login details for application the error: 'Cannot access network layer. (USR0046)'. The site offers a solution which does not fix the problem. can anyone suggest any solutions please? we are running v5.0.1. Oracle v8&9 are installed on the system. I have tried taking the program core files from a existing working version running on XP and registring components, but this does not help.

I have come to the possibility that this is due to a oracle based problems as it is working on a plain build. please can anyone suggest a solution? Thankyou
 
This error is almost always caused by an improper install. The usually means that you installed BO, but didn't provide a RDMBS license key that allows you to access the Oracle connectivity provided by BO.

Are you using Windows XP with Service Pack 1? This will cause the error mentioned. Windows XP without the SP gives no problems.

If so, the solution is to upgrade to Business Objects 5.1.7 or 5.1.8.
