NT cannot connect to the internet

We have an NT 40 Server (25-u w/sp4) and Backoffice SBS 4.5 installed. There is
an internal PNP modem used for group faxing and has always worked fine. We
added an external serial modem (USR) about 3 months ago to allow the users to
send/receive email via Outlook. After some configuration problems, we got it working
using the SBS Admin wizard. The modem is set to queue messages during the day
and dials once every hour to send/receive. We have had an intermitant problem all
along with the modem getting hung-up (it's power had to be cycled off/on), but we
can live with this. Now, we can't access the internet at all! (I used to be able to open IE to browse web sites, now I can't). The modem dials the ISP
and connects, but messages don't get sent or received. Additionally (and this is
probably the key to the problem) SBS Wizard does not display, so I cannot check certain things. When launched, a blank HTML page is displayed saying the page cannot be found. I did uninstall SP4, then reinstalled it. Looking at all the settings, everything appears to be correct. Does anyone have any ideas on where/what to look for?
 
Have you tried dialling another number that you know works, sounds like NT is happy with the modem configuration....???? What about your IP configuration has anything changed with it....????
