NT 4.0 network one 98 client sees fine, the other is slow

I am hoping someone will have some good ideas for this one! I have an NT4.0 server with two 98 clients. One is configured with a 3 com 10/100 card and the other with an Allied Telesyn 10/100 card. They are both configured the exact same way (minus the ip addresses) and one connects and browses the server shared files just fine, and very quickly. The other connects, and will browse, but is extremely slow and doesn't always see all of the files. For example the server share contains 148 files in one folder and the slow system will see 50 of them one time, and 85 of them the next. The fast system immediately sees all 148 files. Do I have a communication error going on here, as the internet is also slow, or is this a bug? If it is a communication error, any ideas on how to fix it? I am at my witts end with this network.
 
You may wish to be sure that the slow card is set to auto-negotiiate Speed and Duplex.

If you MUST set Duplex, set it to half duplex, but auto is better.

I tried to remain child-like, all I acheived was childish.
