Where do I find the setting or how do I get a page to not resize in the browser when you change the size of the browser? Should I set the pages to 100%? Any ideas appreciated...

Not resize in browser

Do not use % as this will resize your page. You will need to set your table widths to pixels and choose an appropriate size.
This is of course if you are using tables, the same applies to layers (div tags), you will need to specify a set width.
