Not issuing permanent licenses - W2K3 Terminal Server

I have 5 W2K3 terminal servers. TERMSVR1 is the license server and has been activated. 100 Terminal Server Per User CAL tokens show as being installed. However, none are being issued. Double-clicking on the Product shows Issued to as Non-Applicable. Everything is configured as Per User. PDC and all BDCs are a NT4 server.

Found the problem. Server was configured for Per Device instead of Per User. Changed it and it works now.
