Not able to open files directly from the shared folder

I am running 2000 server. On a xp terminal i am able to view the shared files, but when I open them it will only open the progam affiliated with that file (photoshop) and not display the actual file. If I copy the file to the desktop I am able to open it up. Is this just an issue with the file permissions on the server? The problem occours on the other mac's that are on the network as well. any suggestions would be appreciated.
 
Did you check the Directoy and file permissions?

Remember, when you create a share there are permissions for shares and directory. Also Make sure that the permissions you setup replicate to the child folder by clicking security tab\ advance and replicate down the child folders.
