Not able to Attach to Exchange mailboxes from Backup Exec

I have created a unique mailbox for the Backup Exec service to "attach" to the mailboxes but it will not work.  What am I doing wrong?  I followed the directions in the backup manual.

Make sure the account that is authorizing the mailbox has permission to "Send As" the users your trying to back up.  Exhcange requires at least some admin permission for this user.
