Norton Internet Security 2004 in Windows ME

One of my clients has Norton Internet Security installed on his computer with Windows ME. When it freshly booted, Internet Security is disabled - it can be enabled by a right click though. Problem is: no way to get to the control panel. A time-cursor appears for a few seconds, but then it changes to a regular cursor again and nothing more happens.
I uninstalled, booted, booted cold, installed it again, ran the LiveUpdate, and... just the same. Is this an ME issue?
It wouldn't surprise me.... ME is commercialised alpha :p

PS. I will post this in the Norton AV forum as well for obvious reasons.
PPS. Anyone knows how to change the usertype on tek-tips - I'm pretty proud being no longer a Technical User but a Vendor now ;)

Cannot start Norton AntiVirus 2003 after installation

Situation:
You installed Norton AntiVirus or Norton AntiVirus 2003 Professional Edition and restarted the computer. This program does not start when you double-click its desktop icon or its icon in the system tray, or when you try to start it through Start and the Program menu.

Before you begin:
This document is for Norton AntiVirus 2003 only. If you have the stand-alone version of Norton AntiVirus 2004, Norton Internet Security 2004 or Norton SystemWorks 2004, then read the document After installing Norton AntiVirus 2004, the program does not start or appears briefly and then disappears without displaying an error message.
This problem is usually not caused by a virus or other infection. But, to rule out common threats, connect to the Internet and run the Automated Support Assistant. (This takes a minute on a dial-up connection and a few seconds on a fast connection.) If no common threats are found, you can continue to the Symantec Security Check Web site for a complete scan.

This problem has more than one possible cause. Try each solution in the order listed. If the first solution does not apply to your situation or does not fix the problem, then continue on to the next solution.

This problem can be caused by installing Norton AntiVirus by running the NAV.msi file from the Norton Internet Security or Norton SystemWorks installation CD. This procedure does not install Norton AntiVirus correctly. To install Norton AntiVirus as part of Norton Internet Security or Norton SystemWorks, you must install the entire Norton Internet Security or Norton SystemWorks program suite. If you have tried to install Norton AntiVirus using the NAV.msi file, then go to the "To uninstall and reinstall Norton AntiVirus" section of this document and follow the steps to uninstall and reinstall the program.

If you did not install Norton AntiVirus in this way or if this did not fix the problem, then continue on to the next section.

To verify that your firewall is configured correctly for Norton AntiVirus

Verify that your firewall is loading on start up. Consult your firewall software documentation or your firewall software technical support for specific instructions on how to do this.

If you do not have a firewall, or your firewall is correctly configured to work with Norton AntiVirus and the problem continues, then go to "To edit the registry, restore Norton AntiVirus desktop icons, and complete the installation"

Follow these steps to edit the registry to remove a registry key that was not removed during the Norton AntiVirus installation, and then restore the desktop icons to their default values. Once the registry has been fixed and the icons restored, then complete the installation of Norton AntiVirus by running LiveUpdate, enabling Automatic LiveUpdate, and scheduling a weekly virus scan.

To edit the registry

On the Windows taskbar, click Start > Run.
Type regedit and then click OK.
When the Registry Editor opens, navigate to the following subkey:

Hkey_Local_Machine\Software\Symantec\Norton AntiVirus

In the right pane, click the NeedActivation Value name, and then press Delete.
Click Yes at the next prompt.
Exit the Registry Editor.
Restart the computer.

To restore the Norton AntiVirus desktop icons to their default values
Right-click the Norton AntiVirus or Norton AntiVirus Pro desktop icon, and then click Properties.
Click the Shortcut tab.
Type or copy and paste the following text in the Target: field:

"C:\Program Files\Common Files\Symantec Shared\NMain.exe" /dat:C:\Program Files\Norton AntiVirus\navui.nsi

Click OK.
If these steps do not fix the problem , then go to the section "To uninstall and reinstall Norton AntiVirus."
If this resolves the issue, then run LiveUpdate, enable Automatic LiveUpdate and schedule a weekly virus scan to complete the Norton AntiVirus installation process.

To run LiveUpdate
Start Norton AntiVirus. If Norton AntiVirus is installed as part of Norton Internet Security or Norton SystemWorks, then start that program.
Click LiveUpdate.
Download all available updates and restart the computer when prompted.
Start Norton AntiVirus and run LiveUpdate again. Download all available updates and restart the computer if prompted.
Repeat this procedure until you see the message "Thank you for using LiveUpdate. All of the Symantec products and components installed on your computer are currently up to date. Remember to check for new updates frequently."

To enable Automatic LiveUpdate
Start Norton AntiVirus.
Click Options. If a submenu appears, then click Norton AntiVirus.
In the left list box, click LiveUpdate.
Check "Enable Automatic LiveUpdate (recommended)."
Click "Apply updates automatically without interrupting me (recommended)."
Click OK.

To schedule a virus scan
Start Norton AntiVirus, and then click Scan for Viruses.
Click Scan my computer.
Click the icon under Task Schedule.
Choose the time and frequency for the scan.
Click OK.

If this does not fix the problem, then go on to the next section.

To uninstall and reinstall Norton AntiVirus

This can happen if another program is causing a conflict with the installation of Norton AntiVirus. To fix the problem, uninstall Norton AntiVirus, start the computer without any other program running and then reinstall. For detailed instructions, read the document Uninstalling and reinstalling Norton AntiVirus 2003.

Same problem least week. As I got more frustrated I decided to ininstall norton completely. I then went beck to the .exe file and began a re-install. it took a few restarts but is working fine now.

I think my problem was trying to tinker withthe norton setting without fully undertanding the consequences. Nortons wesite also has a choice to reinstall directly from their software.

YellowOnLine, did you fix the problem ? Could you please let me know how ? Which point of MrFixIt ?
I have the same issue and re-installing the package (NAV & NIS - Pro 2004 on WinME) did not solve it.
