Norton AV 2004 error on installation

I'm trying to install Norton AV2004 on a Win98 machine. After the installation I get an error that "Norton Antivirus has encountered an internal error" Uninstall and reinstalling Norton AV. I've tried doing that and it doesn't work. I tried the Liveupdate fix on Norton's site and that didn't work. Is there a compatibility issue with NAV2004 and win98? I'm not sure if it's Win98se or just Win98, could that be the issue?

If it helps any before installation I did get an error that Windows installer had to be installed which NAV installation then installed.
