Nortel IP 1140E deskset won"t call another IP 1140E deskset

I have installed several Ip 1140 desksets. I built several VPN tunnels. Everything works good except calling from ip to ip desksets. There must be a route or something that must be built to go from one VPN to the other. Anyone else have this problem.
