Nortel 8x24 DR5 can't dial 9 on ATA

Every since we updated a customers 8x24 to DR5 and added a 2 port Flash to it they can no longer pull a CO line by dialing 9 on conference phones we have connected to ATA's.

Yes the Lines are in CO Group A and the ATA's have access to them.

I use I/C for the Prime Line and to put in the pause, press Feature 78.
