normal.dot and Terminal Server

I'm having problems with Office 97 and Terminal server, specifically the normal.dot file. I was under the impression, that when a user logs into Terminal Server and tries to access Office 97, that their own, personal normal.dot file would be created in their home directory. However, when users log in, this is not happening. Any suggestions would be appreciated!
 
Tools-Options-File locations tab.

Here is how Word handles it:

If there is a location under User templates, it will first look there for a normal.dot.

If no good, it will next look in the Workgroup templates location for a normal.dot.

If no good, it will then look (I think) in the Word startup folder on C.

Best thing to do:

Have them fill in a location under the User templates that points somewhere on their C drive. The usual location is not typical from version to version, but you may get a clue where it would be if you do a search for other *.dot files.
