Non Scrolling image (page already has watermark)

While I was surfing for css sites I found one that boggled my mind.

I know that you can only have one background image but it seems that the following page has two non scrolling images.

I know how to create the watermark, but I am stumped as to how the image at the top of the page is fixed.

See what I mean at;

Can anyone tell me how it was done?

Looks like it's all one image - the 'watermark' and the top-left image.
 
It is the dzine.css file that does this. It gives the banner div a fixed position, which effectively fixes it in place.

The CSS that does this is:
