non-scroll row and colunm in excel

Is there any way by which I could set one specific row and one specific column will still remain in the current view (may be move to the the toppest position and farthest left position, respectively) when I scroll the scroll bar? Thank you very much!

Select the cell, below & to the right of the row/column you want to freeze.

Window/Freeze panes
