Non-English Version of Windows XP Pro Adding English as a 2dn Language

A friend who recently returned to the Netherlands after living here many years, purchased and installed the Windows XP Pro Upgrade Dutch Language version on his new laptop. He wants to add the language bar for English. Here he had English Language version of Win XP Pro with Dutch (Netherlands) as a second language. Do non-English versions of Win XP Pro support adding a second language for menus, title bars, Control Panel, etc or must he purchase an English Language version of Win XP Pro, install it, duh da, duh da, duh, da....
