NO Video / Keyboard lights stay on when Pc Boot

Recently A Server When dead and was experiencing the following:

No Video / Keyboard lights would stay on?

I heard the SCSI drives start spinning but no Video. I have reseeded all hardware items (CPU,NIC,Video Card,Memory,Etc) and i have also have replaced the Video Card with a known good one and still no luck.

I had a Spare Motherbaord laying around (Known Good) and I installed the Motherboard and all hardware item s to the new MB. I poer up the server and still same result. Replaced Power supply (Same Results).

I have not replaced the CPU yet which is the only item I have not done. Is it possible it might be the CPU??

Help Please I have running out of options. This is a good Server and would like to salvage it.

Need more info: type of computer, OS, type of motherboard, memory, etc. Everything you can tell us about the system in question.

Computer is a Clone (No Name Brand) OS Windows 2000 Server SP 4.

Memory is Pc 100 Motherboard is ASUS P2B-F Revision 1.00 CPU is a P3 500.

Server is Working is was the CPU. I replaced the CPU and it booted and posted with no problems.
