No security tab on folder properties!!! Please help!!!

Problem with connecting to both pc's (XP PRO SP2).
ADSL ok, wifi router behind ADSL, one pc with cable and the second wifi. Both can access internet, but cannot connect to each other, cannot set security on folder options, shared C drive and also a folder, also cannot ping other pc's. What am I missing? Can someone help me please?
 
If there's no security tab on folder properties, its worth checking if the disk is in FAT32 format. Open My Computer, right click on the disk and look at the text next to "File System".

If it says FAT32, this can be converted to NTFS by running CONVERT c: /FS:NTFS

from the command prompt - type Yes to confirm then restart. There are the usual caveats of having an up to date full backup of the machine. I've never heard of this failing, but there's always a first time for everything.

The ping and file share failings could be because of the XP firewall. Go to Start > Settings -> Control Panel -> Network and Dialup Connections -> Local Area Connection -> Advanced -> SEttings.
On the Advanced tab, check there's a tick against "File and Printer Sharing".

If the tab appears in Safe Mode, but not normal mode, it means that 'Use simple file sharing - recommended' is checkmarked in Control Panel, Folder Options, View.

Is there any Firewall interfering with your access? Can you access your LAN if you use Safe Mode with Networking? Are there any errors in the Event View (check before using Safe Mode)?

Is it a Group Policy thing?
