It's funny you mention that, because the EXACT same thing had happened to me a while ago. Ultimately, I had to do a repair installation to fix a few other problems, and this got fixed with it.
Check the Desktop Themes in Display in Group Policy.
Prevents users from changing the visual style of the windows and buttons displayed on their screens. When enabled, this setting disables the "Windows and buttons" drop-down list on the Appearance tab in Display Properties.
You might be able to do what you want via System Properties/ Advanced/ Performance/ Settings/ Visual Effects/ Custom.
Some general things to try.
See if System Restore will get you back to a restore point before your problem with Windows.
Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.

If they don't work you could try repairing windows itself by running it over itself. You will lose all your windows updates but your files will be untouched.

An update:
Nothing good to report. The group policy was not on, I disabled it and still the same.
I am not going to bother doing a restore, or reinstall. I don't know when it stopped working, and it is such a minor thing to reinstall windows over.

hey I also got the same problem : no response from the Effecs button. It seams that I installed something wrong.
Could it be a Windows patch installed using the Microsoft Windows Update. The last ones I installed are differents Critical and securoty updates and Windows Mpvie Maker 2.
