No Replicated Transactions are available on a Snapshot Replication

I set up a Snapshot Replication and added 9 subscribers and the snapshot worked great on 7. On 2 however the Agent History shows 'No Replicated Transactions are available' even though data have been changed on the tables. It appears to be firing on schedule, but that is the message every time it runs even if started manually.
What's wrong? and how to fix for these 2 servers?
