no "X" in right corner after upgrade / patch

I recently applied SP4 and all recommended (by Microsoft's website) to a Windows 2000 Professional workstation. The system seems to be running fine but I have a situation / condition I've never seen before.

The "X" in the upper right corner is unavailable (grayed out) in any program that is opened. In the case of some software I can't even get a response to right clicking it in the task bar. I can only close programs by going to the "File" menu and closing it from there.

All permissions / policies seem normal. Any ideas as to what would cause this?
 
Hello,pathfinder7377.That is one of the problem but You"ll face with another and another,(have You checked Your printer for example).OK,try to uninstall SP4.If everything is ok it"s good,if not You should try to repair win2k from cd and after that install SP3 THAN STOP UPGRADING WIN2K. If You are interested why (My problems were bigger)replay to my message.Good luck.
