No permissions to address book views

Environment:
Exchange 5.5, Service pack 4. Heuristics bit set to 0

When adding a new address book view, we have 1 account that can perform the task, even the Exchange service account does not have permissions.

We are unable to add permissions to the address book view, and unable to modify views once created. All we get is DS_E_INSUFFICIENT_ACCESS_RIGHTS.

Q282184 mentions somthing about the Heuristics bit being set to 1 prevents the flow of permissions, but this is set to 0 on our servers, but still the permissions seem not to flow.

Has anyone seen this before? - Hope so...
