No Internet Access for first 8mins of logging in !

Hi, I have just re-installed Win2K after a format, and when the computer boots up into windows, I cannot access the internet for about 8-10mins. I am using a cable modem plugged into a nic, and a second nic is installed for ICS, this system has used this setup before the format, so i know it all works ok.
When internet access does finally come on, the network icons do not appear in the taskbar, until i enter the "Network and dial-up connections" folder, then they appear, also the system is quite slow for the first 8-10mins.
I have looked in the system event log, and it reports the following errors while no internet access is available.

Event Source: Service Control Manager
Event ID: 7011
Description:
Timeout (30000 milliseconds) waiting for a transaction response from the Netman service.

Description:
The Network Connections service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.

Event Source: DCOM
Event ID: 10005
Description:
DCOM got error "The service did not respond to the start or control request in a timely fashion. " attempting to start the service netman with arguments "" in order to run the server:
{BA126AD1-2166-11D1-B1D0-00805FC1270E}

If anyone can help with this I would be VERY grateful :)

what kind of OS did you use before you seted up a w2k? What version of w2k are you using? Latest SP installed - it is more than important stuff!

Yep was using Win2K before the format, and I have SP3 Installed.
I did have this problem when I first installed Win2K last time I think, but I can't remember how I sorted it :P
 
Yep, not an easy question! ;)) Please, look at:
1. try to reapply the sp3 for w2k
2. did you installed sp3 from the locall HDD or just from SP CD (or .exe)? Is is necessary to install sp3 from the local source ! First unpack SP3 files to local HDD, then launch update.exe!!!
3. one of the problem that could be in your situation: the modem did not accept the command send to it. Check the modem name mach the attached modem. Check the driver for the modem - install the latest from the manufacturer that is especially designed for w2k , but not the one that goes with W2k driver database.
4. see MS Q315194
5. what kind of software are installed on the same PC : maybe - cluster serv.,certsrv,MTS,SMS,Exchange... Does it work fine WITHOUT any problems?
5. check of any hardware problems and resource konflicts.
