No Incoming Traffic

I've set up an exchange server and a web server on my Windows 2003 server. Right now, I have an SBC DSL connection that has a static IP. I've also registered a domain with Net Solutions. All of my DNS is set up just right (Reverse DNS lookup etc). As of this moment, I have my server going directly in to my DSL modem (I know, very insecure but my firewall is still in transit). I can browse out through the DSL connection, however it seems like ALL traffic bound to this static IP gets dropped. I can't ping the domain or the IP, I can't receive incoming mail on port 25 and I can't browse to the website. However I can do all of these things going outbound. SBC insists that they aren't blocking inbound traffic on 25 or any other port for that matter. Can anyone think of any reason that this is happening? Much thanks!
 
You sure the DSL Modem is just a modem? A lot of so called "Modems" now a days are really multi-functional gateways meaning they include a firewall or crude router.

Well I do see a routing table in the modem that doesn't seem editable - other then that I don't see any sort of firewall related options.
 
The server dual nic'ed? ICS firewall on the server maybe?

Yes, the server does have two nics. I don't recall enabling the ICS firewall but I'll take a look into that.
