No free lines error

I have been experiencing an intermitent problem over the past two weeks, in which at least once or twice a week for anywhere between 5 minutes to an hour and a half we are unable to make outbound calls, except to toll free numbers. The phone display read "No free lines" when this occurs, and it always resolves itself with time.

I had the circuit tested for over 12 hours to the dsu without any hitches, and have also had the vendor replace the T1 card, without any luck. The phone vendor blames the service provider and the service provider blames the vendor.

Does anyone have any suggestions?
 
YA, SINCE YOU HAVE A VENDOR TELL HIM TO GET WITH THE PROVIDER AND FIX THE PROBLEM. YOU ARE PAYING THIS GUY? RIGHT

I had the same problem a while back, turned out to be a Telco
problem. And they also denied it until we proved it.

What was your similar problem and what resolved it? What exactly do you mean by a telco problem?
 
My experience has been when it's intermittent, it's the telco's facilities/lines, and I've seen it many times.

This has been resolved. The problem was that somewhere along the line AMI was set and in other places B8ZS was. This has been resolved amongst the service provider and our vendor.
