No Display Properties

I dont know when or how I did it, but I cannot get a screen display properties box anymore. I took a look in H Key and all values are set at zero and I even downloaded the restorealldisplaytabs and addded it. Nothing. How do I turn on my screen properties. I really have looked around for an answer first. Can you help?

You mean that you can not RIGHT CLICK the DESKTOP to get the Display Properties?

how about going through the CONTROL PANEL, there is an APPLET for this purpose as well...

and what is an H KEY?

Think they mean reg keys such as hkey_loacal_machine

I cannot get to my display from control panel either. I need to get a new video card. Will that fix it? Or know of any other fixes? (I like making my desktop pretty and now I'm awfully restricted.)
P.S. H-key is in the registry.
