No Dial Tone

I have 2 set of PBX w/16 dig ph ext programmed on each pbx.
These phones do not have a dial tone, but if someone calls that number the caller can hear them ringing in the earpiece only.

When calling from the main OPS Console, operator can also hear them ringing but the phones do not actually ring.

LD 32 shows phones are idle. I have reset the card, disc/enlc the dig card.

Where do I start troubleshooting them?
(Equip: Meridian 11C mini, Passport4460, Nortel 3905 digital phones)
 
the ringing you hear has nothing to do with the actual station, sounds like a bad card.. idc x on the card should give you a response.. are all the stations on the same card?

Yes all the 16 stations are on the same card, only 10 stations have dial tone the remaining 6 are not working, although all 16 show idle status in LD 32.

Also can you show me how to enable monitoring on PRI Trunk,
I remember it is in LD 96/ enl msgi 01, but it does not do show any info.
 
that sound more like a cable is rocked from the top or bottom, check the cable for that card to see if is loose.
