No Device Manager

I have a laptop that was not connecting to the internet via dial up. I hooked up to my DSL to try to update some spyware programs I was running. I noticed that I was connecting and when I tried to open up network connection there was no connections, I opened up Device Manager and nothing. It was blank. Dont want to format so can anybody help?

Login as Administrator (or equivalent). Click Start, Run and type this command:

regsvr32 devmgr.dll

If you see an Action Cancelled error while opening Device Manager This is caused due to missing CTreeView Control - {CD6C7868-5864-11D0-ABF0-0020AF6B0B7A} registration information is missing.

To fix the problem, type this command in Start, Run dialog:

regsvr32 dmocx.dll

If the dmocx.dll file is missing, extract a copy from Windows XP CD-ROM or the ServicePackFiles folder.
 
Make sure the "Plug and Play" service is started and running.
