No desktop after full restore

My daughter's computer lost taskbar and icons. HP Pavilion running Win98. Did full restore (no reformat)and icons appear. Can't load any programs tho (tried Norton SystemWorks, no load). On reboot, computer returns to blank background...no taskbar or icons. Neither Explorer nor systray loaded, just 4 msg files in task manager. Won't boot into safe mode. I would assume that a full restore would correct the problem, but it doesn't. Any ideas? Need help. Would like to backup onto CDROM, but not sure burner will work. Will do restore again and see what I can do before reboot and lose icons, but am at a loss. HELP.
 
Something in the registry is not being corrected when you reinstall, or there is a virus that is causing this.

Yes, I would suggest formatting and reinstalling. If you cannot backup data to disk, you might have to pull the drive, and slave it off another working computer. Make ABSOLUTELY SURE that you scan the drive before you transfer data, or if you are able to burn to disk, SCAN THE DISK BEFORE YOU RESTORE THE DATA!!!

Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.
 
Thanks...pretty much what I had in mind. I scanned the disk with Norton Utilities and it checks out OK, no viruses either. Tomorrow I will slave the disk to wife's computer and transfer all the data files...then I will try format and install. It seems to me that the restore should have deleted any virus. I'm wondering there might be a BIOS problem...but I set BIOS at default. I can't even get a readable screen. Screwy, eh?

Try an AV DOS boot disk
disable System Restore = Reinfection

HPs have that diagnostic partition to do a restore from - so I don't know how else to help (cause I don't use them)....

Only the newer HPs have the partition...older ones have a set of restore disks. Their site seems to point to a software problem.
