I cannot access the CLI via telnet anymore.
connected via terminal cable:
enable
line vty 0 15 password
end
write

http server is not accessible either.
is there a hard reset?

To use remote administration with password protection, you need at a minimum:

line vty x y
password xxxx
login
transport input telnet

If you're really stuck though and need to hard reset, you can issue a 'write erase' command to set the device back to its defaults. Would be a good idea to take a copy of the 'show run' command before you do that so you can at least replace the other bits of configuration that is relevant to you.

i'm not going to 'write erase' yet, but I can't even ping the device. I have IP set to 192.168.0.70 and subnet 255.255.255.0, default-gate 192.168.0.1
the switch is passing traffic, all cpe 575 are connecting and I can ping the gateway from a workstation connected to the cpe.

Try clearing the arp and mac tables in the switch and see if that helps , I have seen something similar before . Also check your code version , if it's really old you might want to upgrade. Early versions had some problems.

Is Interface vlan 1 the managment vlan? Is it shutdown.

If you are not using vlan 1 go to the interface vlan you are using and see if there is a managment command some older IOS's have it.

I ended up doing a 'write erase'. We only have 3 CPE-575 connected, so it only takes 5 minutes to set that up. Telnet access works! thanks for all the valuable info.
cheers
