No busy tone in CAS

Dear all
i have the following problem
i have site connected to the public using MFC CAS, when an external caller calls busy extension (through DID) he hears ring back tone not busy tone.
the parameters i used:

call waiting is not activated, i have this problem on both analogue and digital extensions.
