No access to start button

i have some laptops that i would like to disable access to the start button...either by hiding the start button or by locking it for a specific user. if i log in as the administrator, i would like to still be able to use it. please help!
 
jdemmi - any other suggestions? i would like to be able to do this without installing any 3rd party software.

gpalmer711 - i am already using group policies and am using all the suggestion that were on that link that you posted. the only thing that i have left on the start button is: logoff, shutdown, and programs. users have figured out if they click on start and then double click on programs, that it gives them a backdoor to what they normally wouldn't be able to get to.
 
Disable Menu Bars and the Start Button (Windows 95/98/Me/2000/XP)

This tweak can be used to disable the menu bar in standard Windows applications and the Start Button.

Open your registry and find the key below.

Rename the key by placing a dash "-" in front of the GUID (i.e. {-5b4dae26-b807-11d0-9815-00c04fd91972}).

Restart Windows for the change to take effect.

Note: This tweak may cause a problem with the taskbar appearance when Internet Explorer 5.0 or greater is installed. If you experience a problem please reverse the tweak to restore the original setting.

That one registry tweak is something that i was thinking about using. i have actually tried it out before. the only down fall is that it disables the menu and start button for all users, including the administrator account :(. any other ideas?
