You can easily do a web search for 'newsletter design templates'. Remember that InDesign can open PageMaker and Quark documents so you do not need to limit your search for InDesign templates. Because InDesign is relatively new, you will find more templates for Q and PM.
Try going to about.com and search on 'page layout'.
